Jack has a bit of a unique situation when it comes to his existence — like the other spirits and Guardians, he can't be seen or heard by anyone unless they believe he exists.
On regular Earth, that means you need to believe that Jack Frost as an entity exists and brings snow, the first season's frosts, etc. in order to see him. But, because DDD has a number of different worlds with different legends in them, some of which won't include Jack Frost at all, I'm playing a little fast and loose with the requirements. So if your character...
a) Has the usual legends of Jack Frost on their world and believes in them
b) Believes that some sort of winter spirit(s) exists and actually brings about the season
c) Talks to other people on the comm who convince them that Jack exists and can control winter
d) Come to believe that Jack Frost exists (and can control winter) after communicating with him, either via text or frost messages
e) Is some sort of spirit or god themselves
...they'll be able to see and hear him. This applies only to Jack's video and voice posts (and of course RL logs); his text posts will be visible to everyone. The effects of his powers (creating snow and frost ferns, hitting people with snowballs that make them cheerful and want to have fun) are also visible/applicable to everyone, though if you're a really stubborn Doubting Thomas the effects will be diminished.
In regards to Jack's powers in particular, if you could fill this out it would be great!
